Creation and Editing Metadata Tools: Competencies
Authority toolkit
This tool creates and modifies authority records. It is designed to work with all types of authority records contributed to the LC/NACO Authority File as part of the NACO program, according to the MARC21 format for authority data specification.
MarcEdit
This tool creates and modifies authority records. I use it all the time to edit bibliographic records in bulk.

OCLC Connexion Client
This is the main staple for locating, modifying, editing and creating bibliographic and authority records before exporting them into the ILS.
WinSCP
I use this open source file manager frequently to store and manage files for our digital repository.
Oxygen XML editor
This is a great tool when creating xml records and making sure that they are well-formed.
